Programm Save – Autonomy 2020


During this time few people have money to spend on improvement and energy upgrades to their home, even if they are financially advantageous and necessary. Such work is certainly roof insulation, external thermal insulation and replacement of windows and doors, as all three of them (individually or in combination) offer savings, improved living standards and energy savings.

The subsidy programm Save-Autonomy 2020 gives a solution to this kind of problem . This is a co-funded programme by Greece and the Community programme NSRF which aims to energy upgrading of the already burdened – due to its age – building network of the country and reduction in air pollution

First of all, natural persons who, during the reference year (tax year 2019) and at the time of application, have a right in rem (full ownership/possession/part ownership) to an eligible residence are eligible to participate in the Programme.

General Residence Eligibility Requirements

To be considered eligible, a dwelling must meet the following general conditions:

It exists legally.

It has not been deemed demolishable.

Used as a main residence.

It is classified on the basis of the Energy Performance Certificate (EPC) in a category lower or equal to C.

Especially in Save – Autonomy 2020 there is a possibility of multiple applications per beneficiary.
Within the Programme there are three (3) distinct types of applications, one (1) for individual apartments or single-family houses and two (2) for multi-family houses.

The subsidy can reach up to 85% using the 10% bonus due to COVID-19
Energy target – requirements

The proposal (combination of measures) for energy upgrading submitted with the application should meet the minimum energy target of the application, as follows:

For applications for individual apartments and detached houses, upgrading by three (3) energy categories, compared to the existing classification in the A’ PEA.
For Type A multi-family applications, an upgrade by three (3) energy categories, compared to the existing classification in the A’ PEA.
For Type B multifamily applications, no minimum energy target is set.

What are the interventions that can be selected?

The key interventions include:

Replacement of frames
Thermal insulation
Heating – cooling systems
Hot water supply systems (mandatory intervention for inclusion in the programme)
Photovoltaics (previous interventions are necessary and energy classification B+ is required)
Mechanical ventilation systems with heat recovery (intervention necessary for activation or replacement of windows and doors)

The long-awaited new programme Execonomy – Autonomy 2020 will have a total budget of €850 million.
What are the subsidy scales set out in the new programme?

The subsidy scales of the Home Savings Scheme are shown in the table below:

In order to join the Save at Home programme, energy audits are required (before and after the modifications), the cost of which is covered 100% by the programme, after the successful implementation of the project.

Thermal insulation & Roof insulation

You can carry out external thermal insulation ( thermal insulation of external walls ) of the building, including the roof and the pitch, as well as roof insulation. This even includes possible additional work (such as deconstruction and removal), interventions on the roof (such as replacement of tiles), etc. In a typical construction the application of the Durosol eXternal external thermal insulation system reduces the energy losses of an uninsulated wall by up to 90%, practically implying an energy consumption reduction of 30% to 50%, in combination with Durosol roof insulation you can have a measurable energy saving benefit of more than 65%. In practice, oil and electricity consumption for temperature reduction (cooling) is reduced by more than 65%, i.e. for 100m² of habitable surface in a single-family house in Attica with a consumption of 3000 liters of oil, about 3000€, we save 1950€ per year.In particular, the installation of a thermal insulation system on the exterior walls of the house, protects the interior from extreme weather conditions, sudden temperature changes and is obviously a significant improvement in the energy efficiency of a building.

In other words, the application of a specialised thermal protection system ( Durosol External ) maintains stable temperatures in the internal environment of the building in winter and summer and reduces heat losses. Regarding roof insulation and the application of modern roof insulation systems, it is enough to consider that the roof of a building accumulates heat in summer and helps to lose it in winter. For this reason, its insulation becomes essential for the energy upgrade of the building and the improvement of our standard of living. An effective roof insulation system ( Durosol Light Roof ) can reduce the total heat loss of the house up to -50%. At the same time, the temperature inside the house is stabilized and in the long term helps to avoid damage from moisture, cracks, etc. The stabilization of the temperature naturally leads to better energy efficiency since the energy consumption requirements for heating in winter and cooling in summer are reduced. It is worth mentioning here that both of the above interventions have a relatively immediate payback in terms of economic and physical resources as you see a reduction in fuel consumption for heating in winter and lower energy consumption for cooling in summer. Energy Efficient PVC & Aluminium Frames

Replacement of windows and installation of shading systems, including the front door of the building, stairwell windows, shutters, blinds, awnings, etc. Replacing windows and doors is ,also, a job that helps reduce heat loss in a home and offers many benefits. The application of new technologies to modern window systems with double or triple glazing, different materials of construction and affordable prices have made their replacement and the choice of suitable products clearly more difficult than in the past. A very good solution that has made its appearance in Greece at least in the last 15 years is the synthetic PVC frames. These frames are made of synthetic materials and do not differ in any way in terms of quality from other types of frames. The main difference observed in some companies is the affordable prices and the high thermal insulation they offer as they have a higher energy efficiency compared to other solutions such as aluminium frames. PVC frames offer high sound insulation, anti-leakage protection, high thermal permeability and a modern view of aesthetics.
Upgrading the heating / cooling system

The following procedures are included:

– Heat pumps
Heat pumps are undoubtedly the most economical solution in terms of consumption. However, they are too expensive to purchase which prevents many consumers from buying them. With the Save at Home 2019 programme, you can significantly reduce the initial cost of acquiring them by receiving the subsidy you are eligible for. The supplier of the pumps that our company installs is LG.
The heat pumps that are eligible according to the program and the YPEKA are the following:

*Closed Geothermal Heat Pump Systems – Antifreeze and water/water mixture (Brine/Water)

* Geothermal Water/Water Heat Pump Systems (water/water)

*

Geothermal direct expansion heat pumps DX (Direct exchange
ground coupled to water)

* Air/water heat pumps that have an efficiency of 3.10 and 2.6 in the case of electrically driven pumps and 1.36 and 1.14 in the case of gas driven pumps.

Note: The implementation of the interventions does not require a permit or even approval of small-scale construction works.

– Natural Gas Installation
The Home Savings 2019 programme gives you the opportunity to install a gas and boiler for heating and hot water. You can choose the boiler you want and we will supply and install it for you. For more information about our boilers and our partners click here.

– Splits (A/C)
Splits are the air conditioners we all know which are an upgrade covered by the program subsidy. However, certain requirements regarding the specifications and energy class of the air conditioner must be met.

In order to join the Save – Autonomy 2020 programme, do the other tenants of the building have to be positively involved?

What are the steps to participate in the Save – Autonomy 2020 programme?

As a first step, the following documents are required (which are attached electronically):

Energy Performance Certificate
Copy of Beneficiary’s Identity Card/Passport
Building permit or other equivalent legal document
Affidavit of the co-owners of the property (if there are co-owners)
The latest tax statement from the tax office
Most recent copy of the E1 Income Tax Return (only if used by the same)
Copy of the Property Data Declaration (E9) (Only if the EDF has not been submitted)

For a dwelling used by a third party :

-For rented accommodation or accommodation provided free of charge:

Most recent copy of a copy of the Analytical Statement for Real Estate Rentals (E2)
Affidavit of the tenant that he/she uses the property as a residence or business premises or

-For a dwelling used by a joint tenant the above 2 may be replaced by

A copy of the joint tenant’s Income Tax Return

Note: Eligible are the interventions carried out after the issuance of the EIA of the first energy audit (eligibility start date)

Then the big change in the new home savings programme is that the monitoring of the progress of the application for inclusion or not and the disbursement of the amount will be done electronically. Any individual wishing to participate in the Program must first check to see if they are an eligible Beneficiary and if their property can be considered an eligible home. Thus, he/she must obtain codes for the TAXISnet application to enter the online platform of the scheme. There must also , as a preparation, be in place to cover legal or other outstanding issues (co-ownership, condominium application where a general meeting is required, etc.)

Each eligible natural person is entitled to submit only one (1) application. The deadline for submission of applications is 28/2/2018.
